  • Whether the bidder is vendor-neutral or vendor-agnostic, so recommendations aren't steered toward a specific product
  • Case studies specific to municipal process and system modernization, with measurable outcomes — not general private-sector examples
  • Demonstrated experience in change management, business requirements documentation (BRD), and system selection specifically
  • A clear, specific answer for how the firm defines and measures ROI on this type of project
  • How the proposed approach adapts to a municipality's limited budget and resource constraints
  • Named project delivery team resources with profiles and qualifications attached

None of that is about technology brand preference. It's entirely about whether the bidder actually understands municipal operations and can prove it with specifics, not general claims.

What this means if you're bidding

  • Generic private-sector case studies won't carry the same weight as municipal-specific examples, even anonymized or scoped ones.
  • Vendor-neutrality is often explicitly scored. A proposal that reads as a pitch for one specific software product, when the RFP asked for independent consulting, is working against itself.
  • Change management is not an afterthought in these evaluations — it's frequently a named, specific question, not folded into "project management" generally.
  • Named team members matter. Municipalities are evaluating who will actually show up to do the work, not just the firm's brand.
